The fact that someone has used other tools to decompile it does not mean he made or granted the source code available for viewing or modification.

The posting of an unauthorised decompiled program is in effect distribution and very definitely illegal. It is accepted throughout the world (go do some research) that unless specifically granted rights to do so decompilation is only acceptable in a few circumstances and you can be assured that for modification, distribution, access to IP, resale, etc are not reason enough.
